Batman 3 villain

In the spirit of the current mafia game, who do you think is going to be the next villain? my guess is Penguin and Harley-Quin

i really cant see harley without joker. it would be too weird. penguin would be cool if they did him right. i think that if they did penguin, they should have him be an already established mobster who is starting to up his game to the supervillian level. they could bring back ras al gul or maybe his daughter talia cause they always had a good dynamic in the comic. maybe redo freeze or ivy the right way or especially BANE (maybe with a little of the knightfall storyline included). i would love to see nolans take on the batman/catwoman relationship if they could find the right actress to play selina. as long as they dont try to include too many villians in the movie (ala spider-man 3) then any of the arkham crew would be good.
